1. Preheat the oven to 375 degrees. Grease a large donut pan with cooking spray
2. In a medium bowl, add in the all-purpose flour, white sugar, powdered cocoa, miniature chocolate chips, and baking soda. Stir well to mix.
3. In a separate small bowl, add in the pure vanilla, large egg, sour cream, whole milk, and vegetable oil. Stir well until evenly blended.
4. Add the vanilla mixture into the flour mixture. Stir well until mixed.
5. Pour the batter into the prepared donut pan.
